How to fix cell formatting with decimals?

If I add the 0 before the # it makes it 0 for even numbers that are higher than 0.99 (or less -0.99)

I only want it to be in the format of $ 0.XX or $ (0.Xx) if its values fall in the ranges of -0.99 to 0.99 and for everything else I’d want to have a whole number only - eg. $1825 even if it’s $1825.23 I want to be able to decrease decimals manually or maybe just through the formatting.
