Ingrown hair help

I got my legs waxed for the first time a couple weeks ago and I have been exfoliating every few days since but my legs are COVERED in ingrowns. This has never happened to me before and i am terrified. Like my knees and calves are completely covered in tiny hairs that cant break through. How can i fix this asap, i am so devastated. My regular exfoliating glove is not working
