Renting a car from Expedia and American Travel Rental Car scam(Mexico)

Rented a car through Expedia in Mexico. Listing said required liability insurance was included (~$750k coverage).

Got to the rental desk and suddenly they said we had to buy 3 more insurances (collision, higher liability, medical) — total cost was 3x the rental price.

When we refused, they wouldn’t give us the car. Had to Uber back. Then they also refused a refund.

Is this normal or just a straight-up scam? Honestly shocked Expedia allows this.
